Flex Plan Info

Open Enrollment for the 2025 Plan Year will begin November 1, 2024, and end November 17, 2024. After the open enrollment period has concluded, a qualifying life event (QLE) is required to enroll in the Healthcare or Dependent Care FSAs for the 2025 plan year, with appropriate documentation submitted within 30 days of the QLE. Enroll in Parking and/or Transit accounts anytime during the 2025 plan year.

New hires have thirty-one (31) days from the employee’s hire date to enroll in any of the Flexible Spending Accounts.

2025 Plan Year Flexible Spending Account (FSA) Election Maximums are as follows:

  • Healthcare FSA (HFSA) - $3,300
  • Dependent Care FSA (DCA) - $5,000
  • Transit Account - $2,580 or $215/month after DWP subsidy
  • Parking Account - $3,480 or $290/month after DWP subsidy

Flexible Spending Accounts (FSA)

The Flex Plan increases your take-home pay by reducing your taxable income. Why not reduce these expenses by using pre-tax dollars instead of after-tax dollars? With rising healthcare costs, every penny counts! By using pre-tax dollars, you are taxed on a lower gross salary, thereby saving money that would otherwise be spent on Federal, State and FICA taxes, and increasing your take-home pay!

Healthcare FSA (2025 PY Maximum Annual Election: $3,300 Maximum )

This FSA is for out-of-pocket eligible medical expenses throughout the Plan Year, which may include deductible and co-insurance portions of health insurance (NOT premiums), dental expenses, orthodontic expenses, eye care, and other eligible healthcare expenses.

Dependent Care FSA (2025 PY Maximum $5,000)

This FSA allows you to use pretax dollars to pay for eligible expenses related to care for your child, disabled spouse, elderly parent, or other dependent who is physically or mentally incapable of self-care, so you (or your spouse) can work, look for work, or attend school full time.

Transit Account (2025 PY Maximum: $2,580/Monthly Max.: $215 after DWP subsidy)

The Transit Account allows employees to lower the cost of getting to work by reducing mass transit commuting expenses. Employees may contribute up to $215 monthly toward eligible, work-related transit expenses. (The current annual election amount is already reduced by the $100 pre-tax monthly subsidy eligible employees can receive from the CARS Office.)

Parking Account (2025 PY Maximum: $3,480/Monthly Max.: $290 after DWP subsidy)

The Parking Account allows employees to set aside up to $290 monthly in pre-tax dollars to pay for non-LADWP subsidized parking expenses. The funds in this account can be used to pay for parking meters, park n’ ride, or parking at a location from where you commute to work. (The current annual amount is already reduced by the $25 pre-tax subsidy eligible employees can receive from the CARS Office.) This account CANNOT be used for subsidized parking at LADWP facilities, as this is already a pre-tax deduction.
